Penelope Health tracks the medical coverage policies US health insurers publish and turns them into structured data (which CPT, ICD and HCPCS codes a payer covers for a given plan and state), delivered through an API, a web app and endpoints AI assistants can query. It was co-founded in 2025 by CEO Dr. Sohum Patel, a former NHS physician, and CTO Mattijs De Paepe, formerly of Via Transportation. On 2026-09-18 it announced a partnership with Thoreau, Matt Holt's healthcare-infrastructure platform (which is also acquiring Ensemble Health), under which Thoreau and other investors committed $100M; existing backers Bertelsmann Healthcare Investments, Twine Ventures and Seedcamp participated. The platform covers policies for more than 200 million Americans across more than 15,000 procedure and drug codes. No valuation or round name was disclosed; secondary coverage calls it a "Series A".
